Abstract

However, unbalanced growth is not necessarily mean the uncoordinated development. It is necessary to control the scale of development reasonably and control the unbalanced cost within a reasonable range. By doing so, the optimal allocation of production factors and regional resources can be achieved, thereby improving the economic benefits of the local area.
