Abstract

The article examines the perception of different segments of stakeholders of the national system of qualifications. The results of the survey helped to identify the degree of readiness of stakeholders for implementation of professional standards in the practice of, the obstacles to their practical use, the positive effects of the development of the system, as well as the relevance of the system on segments of stakeholders. To develop measures to strengthen integration processes in the solution of strategic objectives of the national system of qualifications, a survey of heads of major employers’ organizations was conducted. It is shown that for approved standards the views of employers and experts of the higher school of Russia in many ways at odds. It is revealed that not all actors, in particular governments, in the bulk are willing to invest in human capital development. There are not enough proven tools relating to decision-making on adaptation of existing professional standards to use as a model ensuring the achievement of strategic and system objectives. It is hypothesized that the strengthening of integration processes and creation of marketing support tools will contribute to the development of the national system of professional qualifications.
