A Study on the Improvement of the Products Manufactured by Persons with Disability -Focus on the Preferential Purchase System of the Products Manufactured by Persons with Severe Disability-

Abstract

본 연구의 목적은 중증장애인의 고용 및 직업재활을 위한 적극적 우대 조치로서 중증장애인생산품 우선구매제도의 현황과 문 제점을 파악하고 마케팅 관점에서 제도의 활성화를 위한 개선방안을 제시하는 것이다. 2008년 중증장애인생산품 우선구매특별법 이 제정된 이후 중증장애인생산품 우선구매 실적은 지속적으로 증가하고 있으며 이에 따라 생산시설 및 장애인근로자와 중증장애 인근로자의 수가 증가하고 있다. 하지만 국가 및 공공기관의 중증장애인생산품 우선구매 비율의 의무구매비율(1%) 미충족, 생산자 와 수요자간의 품목 불균형, 생산시설과 판매시설간의 상호연계 부족, 장애인생산품의 품질 개선 요구 등의 문제점을 가지고 있는 것으로 확인되었다. 이에 따라 중증장애인생산품 우선구매제도의 활성화 방안은 다음과 같다. 첫째, 국가 및 공공기관의 의사결정 자들의 제도에 대한 인지도와 이해도를 높이기 위한 홍보가 강화되어야 한다. 또한 지방자치단체 조례 등을 통하여 중증장애인생 산품 구매에 대한 제반 지원이 명문화될 필요가 있다. 둘째, 각 생산시설의 생산품 품질관리 및 향상을 위한 시스템을 개발하고 지역사회 내 관련된 전문인력의 재능기부 참여를 통한 자체적인 개선 노력도 필요하다. 셋째, 일반 소비자도 중증장애인생산품을 쉽게 구매할 수 있는 시스템을 개발하고 홍보할 필요가 있다.The main purpose of this paper is to investigate the preferential purchase system of the products manufactured by people with severe disability in affirmative action in Korea and to present the improvement suggestions for employment policy for disabled people. Since 2008, the sales figure of national institutions and public agencies, which have legal obligation to purchase the products manufactured by people with severe disability has increased sustainedly. In addition, the number of the product facilities and severe disabled workers have increased because of the increase of sales figure. However, there were some problems such as non-fulfillment of the legal obligation of sales (1%), product imbalance between producers and consumers, lack of interconnectedness between product facilities and sales facilities, and poor quality of products. The improvement suggestions were as follows. First, it is most desirable to strengthen publicity targeted for decision-makers of public institutions in order to raise the understanding of the system. Second, it is needed to develop quality assurance and marketing system in product facilities. Third, it is necessary to develop the purchase system for purchasers in public institutions as well as general consumers such as e-business purchasing system.
