A Study on the Factors Affecting the Continuity of Volunteering in Volunteer Fire Brigade

Abstract

의용소방대는 「의용소방대 설치 및 운영에 관한 법률」에 의하여 설치ㆍ운영 되고, 의용소방대장 및 대원들은 화재진압ㆍ구조ㆍ구급 등 소방업무를 체계적으로 보조하기 위하여 소방본부장 또는 소방서장의 지도ㆍ감독을 받으며 무보수와 비상근으로 봉사한다. 이 연구의 목적은 민간 자원봉사자로서 지역방재의 핵심역량을 보유하고 있는 의용소방대원의 봉사활동 지속성에 영향을 미치는 요인들 중에서 어떤 요인이 유의한 영향을 미치는 지를 통계적으로 분석하고, 분석 결과에 기초하여 의용소방 대원의 봉사활동을 지속시키기 위한 방안들을 제시하는 것이다. 이 연구의 조사대상자는 대전 및 충남지역에서 봉사활동을 하고 있는 의용소방 대원 198명을 대상으로 하였고, 이 연구의 독립변수는 관리 및 교육ㆍ훈련, 소방 공무원 관계, 봉사 대상자 관계, 동료관계, 사회적 인정, 참여 동기, 참여 만족의 7개 변수이다. 회귀분석의 결과, 종속변수인 의용소방대원의 봉사활동 지속성에 통계적으로 유의한 영향을 미치는 독립변수는 봉사 대상자 관계(β=.463), 사회적 인정(β =.179), 관리 및 교육ㆍ훈련(β=.145)의 3개 변수인 것으로 나타났다. 따라서, 의용소방대원의 봉사활동을 지속시키기 위해서는, 의용소방대활동의 대상자와 의용소방대원 사이에 우호적 관계가 형성되도록 하고, 의용소방대원에 대한 사회적 인정을 강화하고, 관리 및 교육ㆍ훈련 수준을 강화할 필요가 있다.The purpose of this study is to analyze the determinants affecting the continuity of volunteering in volunteer fire brigade. This study conducts the survey on 198 members of volunteer fire brigade acting in Daejeon Metropolitan City and Chungcheongnam-Do. By factor analysis, management and educationㆍtraining, the relationship with fire fighters, the relationship with citizens, the relationship with other members, the social recognition, the motive of engagement, and the satisfaction of engagement are grouped as the independent variables. And the dependent variable of this study is the continuity of volunteering in volunteer fire brigade. The control variables are age, gender, marriage, volunteer experience, living period. The results of this study reveal that the continuity of volunteering in volunteer fire brigade is affected statistically by the relationship with citizens(β=.463), social recognition(β=.179), and management and educationㆍtraining(β=-.145). Therefore, to prolong the continuity of volunteering in volunteer fire brigade, the adminstration should improve the relationship with citizens, develop the social recognition, and enhance management and educationㆍtraining.
