A Study on the Establishment of the Research Series on Public Security -Focusing on Police Science Institute-

Abstract

본 연구는 치안(治安, Policing)이라는 광범위하고 비예측적 특성을 가진 환경변화에 선제적 대응을 할 수 있는 방안으로 ‘치안연구직렬’ 신설을 제언하여 장기적이고 체계적인 연구기획과 안정화된 치안정책을 뒷받침할 수 있는제반구조를 마련하고자 함에 그 목적이 있다. 2018년 창설 73주년을 맞이하는 경찰은 그동안 치안 역군(役軍)의 주체로서역동의 시대를 겪어 왔으며, 장중하고도 긴 역사적 발자취만큼 다양한 패러다임을 보이며 변화하는 치안환경에 대응하기 위해 한정된 자원과 인력으로 자구활동을 모색하여 왔다. 최근 경찰은 공정하고 정의로운 사회 정착을 확립하기 위한 국정과제로‘수사구조개편’, ‘광역단위 자치경찰제’ 도입 등 기존의 운영체계와는 다른 새로운 ‘치안 패러다임’으로의 전환을 도모하고 있고, 경찰 개혁에 대한국민들의 관심이 고조되면서 ‘인권침해 진상조사위원회’의 발족, ‘경찰위원회’ 확대 방안 등 대내ㆍ외적인 통제 강화책을 자구함으로서, ‘민주ㆍ민생ㆍ인권경찰’로 거듭나기 위한 일대 혁신 추진에도 전력하고 있다. 하지만 이러한 경찰의 노력에도 불구하고, 계속되는 범죄라는 동적 변수는 더욱 복잡성과다양성을 보여주며 지능화ㆍ흉폭화ㆍ광역화되고 있는 실정이다. 따라서 이러한 사회적 문제를 해결할 수 있는 미래예측적ㆍ분석적 연구 활동이 반드시 필요하며, 그 첫걸음으로 이를 수행할 수 있는 치안연구직렬을 신설하여 문제를 실질적으로 해결할 수 있도록 치안패러다임의 방향을 전환해야할 필요성이 있다.The study proposes the establishment of a systematic and systematic, and the establishment of a series of ‘Policing research serial’ to establish a mechanism for preemptive response to environmental changes with a wide range of non-experience characteristics of public order. We are also pushing for innovation. However, despite these police efforts, the dynamic variables of continued crime show more complexity and diversity, and are becoming more intelligent, fatal, and wider. Therefore, it is necessary to have future predictive and analytical research activities to solve these social problems. In addition, there is a need to change the direction of the policing paradigm so that the problem can be practically solved by establishing a series of policing researches.
