Abstract
본 연구는 공공가치 및 교육 거버넌스와 관련된 국민들의 인식을 분석하여 협력적 교육 거버넌스 기구로서 국가교육위원회의 필요성 및 정당성, 설치방향을 고찰하기 위해 수행되었다. 국민들의 인식을 분석한 결과, 교육정책 분야에서 사회구성원 간 협력 및 소통은 교육당국에 대한 신뢰를 매개로 교육당국 역할 평가에 긍정적인 영향을 미치는 것으로 드러났다. 즉, 정부가 교육정책 문제에 대하여 사회구성원과 협력 및 소통을 더 많이 할수록 국민들은 교육당국을 더욱 신뢰하였을 뿐만 아니라, 이를 매개로 교육당국의 역할을 더 긍정적으로 평가하였다. 이러한 연구결과를 바탕으로, 협력적 교육 거버넌스 기구의 필요성과 정당성은 충족될 수 있으며, 모든 국민들의 수준에서 공공가치와 협력적 교육 거버넌스를 실현하는 방향으로 국가교육위원회를 설치 및 운영해야 한다고 제언하였다. 본 연구는 공공가치 및 교육 거버넌스에 대한 국민들의 인식을 중심으로 국가교육위원회에 대한 논의를 새롭게 시작했다는 점에서 의의를 지닌다.This study was conducted to examine the need, justification and installation direction of the National Education Committee as a cooperative education governance organization by analyzing the public awareness of public value and education governance. Analysis of the public awareness revealed that cooperation and communication with members of society have a positive impact on the evaluation of the role of education authorities by means of trust in education authorities. The more the government cooperated and communicated with members of society on education policy issues, the more confident the people were in their confidence in the education authorities, and the more positive they were in their role. Based on these findings, this study recommended that the need and justification of the cooperative education governance organization be met, and that the National Education Committee should be established and operated in a way that would realize public value and cooperative education governance. This study is meaningful in that it has initiated a new round of discussions on the National Education Committee, focusing on public awareness of public values and education governance.
