Abstract

According to statistic data, there are more than five million surplus labors in rural area of Hubei Province that need to be transferred. Namely, even though surplus labor can be transferred with an annual number of 450000 people, the pressure of employment will still be a great problem by the year of 2020. In fact, the transfer process of rural surplus labors should also be taken as a promotion process of rural human capital to the largest degree. So it is an essential issue to explore a new transfer model of rural surplus labors in Hubei province which focus more on the qualification requirements of non-agricultural industry in the urban area. In this transfer model, rural surplus labors are taken as precious human resource. They are properly developed with well-planed program like: skill-training, employment guidance, skill improvement and security system. The professional skill training grogram should be designed with regional features, for example, surplus labors of each county may focus on one special skill in order to form regional advantage of cluster and bring competitive and influential labor brand into being. To effectively transfer rural surplus labors, researchers of all countries around the world have explored many unique and useful models. But most of them have obvious defects at the same time since most models can only desire the quantity needs, but not the quality needs of urban development. They are a transfer of rural surplus labors with low professional skills and education level. Transferred rural labors are facing great challenge of employment and survival in their urban life. With prospect of human resource training and development, this article discusses the developmental transfer model and its significances in transfer of Hubei rural surplus labors.
