A Study on Security for Effectiveness of Police Disaster Management Activity

Abstract

현재 우리 경찰은 재난 발생시 재난 및 안전관리 기본법상 국가적인 체계에 있어서 재난지원업무를 담당하는 긴급구조지원기관으로서의 역할을 하고 있음에 틀림이 없다. 그러나 현재 경찰 재난관리 활동은 재난발생시 지원업무에 한정되고 있기 때문에 형식적인 역할에 한정되고 있으며 변화하는 사회의 환경과 국민의 요구에 적절하게 부응하지 못하고 있다. 이에 이 연구에서는 재난 및 안전관리 기본법상 재난관리의 필요성과 체계에 대한 분석을 통해 경찰의 재난관리규칙의 문제점과 한계를 검토하고자 한다. 이를 위해서는 선진국의 재난관리체계에 대한 이론적 체계를 검토하여야 하고 현재 우리 경찰의 재난관리 현황을 토대로 인식적인 측면, 조직적인 측면, 경찰자원의 측면, 인력 양성적 측면 등 다각적인 관점으로 문제점과 대안을 검토해 보고자 한다. 결론적으로 이러한 문제점들을 개선하기 위해서는 우선 정부, 경찰 구성원, 시민들의 대대적인 인식전환이 필요하다. 경찰의 재난관리 활동은 매우 효율적이고 필요한 업무라는 인식을 확대하고 그에 따른 신뢰도 회복해야 할 것이다. 이를 바탕으로 관련법들, 특히 경찰의 재난관리규정을 더욱 촘촘하게 수정하여야 하고 재난관리 조직체계와 이에 대한 지원과 관심도 확대하여야 할 것이다. 이에 더불어 양질의 재난관리 전문 인력을 유입시키고 기존의 경찰 구성원에 대한 재교육도 체계적으로 실시하여야 한다.It is true that the police perform roles in charge of the disaster support tasks as emergency relief support institutions, when the disasters occur under the National Disaster or Safety Management Act System. However, they are limited in dealing with the mere formal assistance, so the police have failed to live up to the social environment and public demand. This study indicates the problems and limits of the Police Disaster Management Regulations by analysing the need and system for the disaster management of the National Disaster or Safety Management Act. In order to achieve this goal, the procedures are as followings: First, this study examines the theoretical review of the disaster management system operated by the advanced country. Second, this presents problems and alternatives based on the present conditions of Police Disaster Management with multilateral perspectives such as cognitive, systematic, police resources and manpower training aspects. As a result, the extensive changes of perceptions for the government, police force and public are needed to improve these problems. The awareness and confidence in the Police Disaster Management Activity which considers as quite effective and necessary tasks should be expanded and restored. The laws, especially, related to the Police Disaster Management Regulations should be amended very carefully and more support and attention for the system should be needed. In addition, the influx of the well-educated professional workers and the systematic re-education for the current police are required.
