Abstract

There are several problems occurred in terms of urban environment management in Japan because they settled easing regulation and zoning in Japanese land use law unconcerned with local situation in many cities so far. The zoning system at low-rise residential area was relatively effective method for urban environment s control. However, the quality of urban environment has taken a sudden turn for the worse due to lack of regulation about land segmentation and mini development in low-rise residential area. To resolve this issue, various region sign resident agreement as complementary measures for zoning regulations and those districts are increasing to focus on commercial street, residential and built-up area. Therefore, main purpose of this research is concentrating a case study 23 district in Tokyo, Japan and analyzing their current condition, management status and features. Diverse type of residential agreement scheme already established in the region and it is more stable in a way of urban environment management. Finally it suggests many implications for introduction and utilization of resident agreement system and it will be useful basic study to conserve residential environment in low-rise housing area where will be essential base for further stable cities.
