Abstract
In this paper, it expounds the necessity of deploying National Strategic Information Resources Reserve System (NSIRRS for short), analyzes the elements, operation and management of NSIRRS, and proposes the policies and suggestions on utility maximization of NSIRRS. It concludes that NSIRRS consists of national strategic information resources reserve and national strategic information resources alliance, and the operation mode of NSIRRS could be summarized as virtual platform, digital storage and sect oral management. The suggestions on utility maximization include the extension of service objects, the reduction of information acquisition cost and information distortion, and the establishment of intact information resources system for national strategic decision cases.
