A Study on Improvement of Sale Facilities of the Disabled-Produced Products

Abstract

본 연구는 장애인생산품판매시설의 운영개선 방안에 관한 것으로 장애인생산품판매시설에 대한 전반적인 실 태조사를 바탕으로 현재 우리나라 장애인생산품판매시설의 문제점이 무엇이며, 이를 해결하기 위한 방안은 무엇 인지에 대해 분석하고, 정책적 지원 방향을 제시하는 것이 주된 목적이다. 연구의 방법으로는 설문조사와 포커 스그룹인터뷰를 실시하였다. 연구의 주된 결과로 장애인생산품판매시설을 둘러싼 문제의 발생 원인은 다음과 같 다. 첫째, 장애인생산품판매시설 운영의 주된 목표가 매출의 신장에 초점을 두고 있다는 것이다. 둘째, 장애인생 산품판매시설에 대한 인적, 물적 지원이 부족하다. 셋째, 우선구매 품목 유통경로가 산발적이어서 유통의 흐름이 용이하지 않다. 넷째, 장애인생산품판매시설에 대한 역할과 기능이 제한적이다. 이와 같은 문제점을 해결하기 위 해서는 다음과 같은 정책적 지원이 필요하다. 첫째, 전국 17개 지역의 생산품판매시설이 하나의 협동조합이나 사회적기업 형태로 구조화되어야 한다. 둘째, 각 지역의 생산품판매시설에 신속한 물류의 흐름을 확보할 수 있 도록 물류창고를 확대하여 운영해야 한다. 셋째, 미국의 어빌리티원(abilityone) 위원회처럼 생산품에 대한 개발 과 물량 조절, 가격의 통제 등을 실시할 수 있는 조직 구조를 만들어야 한다. 넷째, 장애인생산품 유통구조를 관 리할 수 있는 전달체계가 필요하다. 다섯째, 직업재활시설을 밀착 지원할 수 있는 지원센터가 필요하다This study was a research on operation improvement of Sale Facilities of the Disabled-Produced Products(SFDP) in Korea. Purpose of this study was invested the problems of SFDP system, analysis of the solution methods and suggested the policy plan. The research methodology of this study was a questionnaire survey analysis. The cause of the problems are follow. First, the main objective of the SFDP is focused on higher sales. Second, the human and material support are deficient. Third, the flow of the distribution of preferential purchasing system is don t go smoothly. Fourth, the role and function of the SFDP is limited. The systemic approach of the problem solving are follow. First, SFDP of Korea should be structured a form of the social enterprise or the cooperative association. Second, the warehouse of distribution should be expanded to secure quick flow of the distribution. Third, the organizational structure is needed for goods development, control of material amount, adjust price as Abilityone program in America. Fourth, the delivery system is needed to control the distribution structure. Fifth, the support center is needed for vocational rehabilitation center.
