A Study of Micro-foundation of Local Governance : Focusing on Social capital and Sense of Place in Seoul

Abstract

본 연구는 서울 시민들의 지역사회 참여를 추동하는 관계적, 심리적 요인들을 분석함으로써 지역 사회의 지속가능한 발전을 위한 지역 거버넌스 구축의 미시적 조건을 밝히고자 하는 목적을 가지고 있다. 본 연구에서는 대표적인 지역주민들의 지역사회 참여 활동으로 거버넌스적 사회참여(지방정부 정책 참여), 갈등적 참여(집회와 시위 참여), 제도적 참여(투표 참여)로 설정하고 각 참여형태에 영향을 미치는 요인들을 비교하였다. 이를 위해, 본 연구는 2017년 서울서베이 자료를 활용하여 제시된 세 가지 사회참여 활동에 영향을 미치는 시민들의 관계적, 심리적 요인들을 파악하였다. 본 연구의 분석결과에서는 비제도적 지역사회참여 활동인 지역거버넌스 참여와 갈등과 시위 등 갈등적 참여는 공히 사회자본과 시민들의 지역에 대한 심리적 태도가 중요한 영향을 미치는 것으로 나타났다. 다만, 지역정체성과 같은 심리적 태도는 비제도적 사회참여에 공히 정적 영향을 미치고 있어 지역에 대한 심리적 태도가 비제도적 사회참여의 추동요인이 될 수 있다는 점을 또한 본 연구의 분석결과가 보여주고 있었다. 더 나아가, 사회자본적 요인인 지역사회 소속감은 거버넌스적 참여에는 유의미한 관계를 가지지 못하는 반면 갈등적 참여에는 부적 관계를 형성하고 있는 것으로 나타나 시민들의 지역사회에 대한 연대의식은 거버넌스적 사회참여보다는 지역 사회의 갈등을 억제하는 역할을 하는 것으로 나타났다. 이 같은 분석결과는 서울 시민들의 사회자본과 지역에 대한 심리적 태도가 각 사회참여 유형에 따라 차별적인 영향을 미치는 것으로 이해될 수 있으며, 지역 거버넌스 활성화를 위해서는 이웃과의 신뢰와 공동체 소속감 등 기존의 사회자본적 요인과 더불어 시민들의 지역에 대한 심리적 태도 또한 복합적으로 고려되어야 할 필요가 있음 보여주고 있다.The purpose of this study is to explore the micro-foundation of local governance through analysing relational and psychological factors, social capital and sense of place which would motivate the participation of citizens for local society. This study categorises citizen’s local participation as following types such as institutional participation, conflictual participation, and governance participation in order to compare relational and psychological factors affecting each participation type using Seoul Survey dataset 2017. The results of the analysis show that as one of the relational factors, neighbour trust positively affects both governance participation and conflictual participation. However, the sense of community as the other relational factors negatively affect conflictual participation, while it does not affect the governance community. The results also reveal that place identity as a psychological factor strongly affects both governance and conflictual participation, while it negatively affects institutional participation.
