As the whole world is facing intense competition, low growth and aging, the whole world is feeling a sense of crisis along with manufacturing in Korea. In order to solve such low growth and aging, Smart Factory has emerged along with the 4th Industrial Revolution. In addition to each major country, Korea is also in the process of manufacturing innovation 3.0 policy for the purpose of manufacturing to leap forward. The government announced that it will make 30, 000 smart factories by 2025 as a policy task. The purpose of this paper is to compare the policy of each major country and policies of the smart factory and to examine the case of smart factory. We also looked at how smart factories are perceived through surveys on the perception of smart factories against manufacturing and non-manufacturing workers who will implement the smart factories in the field. In this study, unlike the promotion of the government, it was found that the manufacturing industry in the manufacturing field did not recognize the SME factory as a general rule and the SME factory as the government policy. Also, the preliminary task of Smart Factory (1) standardization, (2) safety and security (3) communication infrastructure, (4) complex systems management). The government is expected to prioritize the establishment of 30, 000 smart factories by 2025. And the government has decided to implement the Smart Factory by 2025. As a result, It is considered that public relations and public understanding are necessary and that a system that meets the problems and the international standards in the enterprise, the enterprise, and the enterprise in order to solve the pre-related problems before the establishment of the smart factory should be provided first. Therefore, although the precedent research is still limited except for the technical part, researches about the solution of the pre-problem for building the Smart Factory and the wave that the Smart Factory will have on the Korean society should be done in the future.
