Abstract

The review provides an overview of the main ideas of the book with the catchy title “Russian Economy: Who is to Blame? What to do?”, prepared by a team of authors under the leadership of Doctor of Economics, Professor S. I. Kretov. The monograph’s breakthrough ideas are noted, including the proposal to form a new contour of the circulation sphere, based on Free Sovereign Development Certificates (USSR rubles with demurrage). The authors’ proposals will make it possible to form a sovereign circulation system, which assumes the priority of the production sector and serves its needs. The ideas expressed deserve their thoughtful critical assessment by the academic and professional community, testing in model industries and, I hope, subsequent implementation. Separately, the relevance of the proposals made back in 2021 is noted, as well as their practical value for solving the problems of developing the Russian economy.
