Abstract
A distribution function formalism is developed for perturbation theory and inverse‐energy‐weighted sum‐rules (IEWSR). The second‐order perturbation is linear in the CLT (central limit theorem) limit. A polynomial expansion is also developed for the same. Finally, some applications are indicated.
