Abstract

The dipole sum rule is evaluated with a schematic interaction. The increment over the classical sum rule is found to be proportional to the collective strength of neutron-proton hole excitations; hence it decreases with neutron excess and mass. We also present a simple estimate for the collective isovector quadrupole strength.
