Abstract
We describe a new reciprocity formula for Gauss sums on finite Abelian groups, generalizing classical formulas of Cauchy, Dirichlet, Kronecker, and Siegel. As an application, we give an explicit formula for topological invariants of 3-manifolds derived from finite Abelian groups equipped with quadratic forms.
