Abstract

ABSTRACT The Independent Living Skills Program (ILP) is a federally mandated program to improve the life skills for older youth in foster care. There are few evaluation tools for measuring ILP effectiveness. The purpose of this project was to identify and review existing evaluation tools in order to promote evidence-based services for youth in foster care. This article summarizes eight evaluation tools found in electronic databases and systematically reviews the available psychometric properties. Most evaluation tools measure important life domains, but only four report psychometric properties. Of these tools, only one demonstrates fair to excellent reliability across multiple domains. To assess effectiveness, researchers must empirically test ILP evaluation tools.
