Abstract

While I would not be willing to limit the entire work function in this way, nor accept the medical system as the organizational base for the social services, given the other vital tasks for welfare in U.S. society and the potential work contributions to them, I do agree with Robert Morris that the British experience offers an exciting point of departure. The responsibility for hard services and care services is an important part of work and can be the foundation block for the construction of a service delivery system, perhaps under the impetus of the new mandates of Title XX. This would not preclude some of the other functions and tasks clearly within work competence and mandate, nor would it contraindicate the development of a cadre of administrators, programmers, planners, and researchers in work as well.
