Abstract
Trust among the partners in this PPP has developed because publishers were involved, their concerns were taken seriously, and the practical issues raised (such as occasional unauthorised use) were handled transparently and in accordance with agreed upon procedures. Constant dialogue has given HINARI the space to find its way, occasionally through trial and error. This trust has had manifest positive effects: Some publishers have already made all their scholarly journal content, and not just biomedical information, available through HINARI. The role of WHO as a trusted intermediary is worth particular praise. Both publishers and developing country institutions understood and continue to rely on WHO to provide not only the technical infrastructure, but also the institutional and social framework in which the necessary trust and good faith could be developed.
