Abstract
يهدف البحث إلى التعرف على الكوارث وانواعها وكيفية ادارتها واعداد برنامج تدقيق على وفق معايير الانتوساي المعتمدة والقوانين والانظمة والتعليمات النافذة التي يمكن للمدقق الاسترشاد بها عن تنفيذ عمليات التدقيق ، مما يساعد في انجاز اعمال التدقيق بفاعلية وكفاءة، وقد توصل البحث الى مجموعة من الاستنتاجات اهمها ، افتقار ديوان الرقابة المالية الاتحادي لبرنامج موحد على وفق معايير الانتوساي لتدقيق ادارة الكوارث من صنع الانسان لذا فإن الباحثان يوصيان باعتماد البرنامج المقترح.
