Abstract

Shelter and investigation is an administrative measure adopted by public security organs at various levels in our country for persons who have committed minor criminal offenses but refuse to reveal their real names and addresses and whose backgrounds are unclear, or who have committed minor criminal offenses and who are suspected of committing itinerant offenses, multiple offenses, or committing offenses in gangs and who need to be taken into shelter clearly to establish their criminal conduct, whereby they shall be sent to reeducation through labor camps where they will be placed into special teams for investigation. Practice has proven that this measure is one of the important means by which the public security organs in our country struggle against crime and that it plays an important role in combating and preventing crime and safeguarding public security and other matters.
