Abstract

The Tenth National Congress has already been held, from August 24 to 28, only four years and four months since the conclusion of the Ninth National Congress on April 24, 1969. In comparison, the Seventh and the Eighth National Party Congress and the Eighth and the Ninth National Party Congress were eleven and thirteen years apart, respectively. In view of this, the interval between the Ninth and Tenth Congresses was rather short. According to the provision of the Constitution of the Chinese Communist Party, congress is to convene every five years. This is the instance when, "under special circumstances," a National Party Congress was "convened before its due date."
