Abstract

The President's Science Advisory Committee has presented a report, drafted by a panel under the chairmanship of Dr. Glenn T. Seaborg, recommending that the Federal Government assume much more extensive support of scientific research and education in the universities. The principle is admirable. So are the recommendations in the report. That is to be expected, for the report is signed by productive, forceful, and dedicated men who have proved themselves thinkers. One of the points behind the study that yielded the report was concern over whether government grants and contracts for research might be pushing aside or de-emphasizing the teaching functions of universities. On the other hand, there was evidence that many universities set up teaching loads so excessive that the professor was unable to carry on any serious program of scientific investigation.
