Abstract

In September 1978, Senator John Sparkman of Alabama, chairman of the Senate Foreign Relations Committee, requested a major new study on the effects of nuclear warfare and specified that detailed analyses should be presented of the effects on the United States and the Union of Soviet Socialist Republics from several different levels of nuclear war. That report<sup>1</sup>has now been published. The findings and conclusions, in effect, describe a disaster of unparalleled, unacceptable, and almost unimaginable proportions. The current deterioration of US-Soviet relations (following the blatant takeover of Afghanistan), the growing list of nations with existing nuclear capacity, the unpredictable and almost insane behavior of radical, revolutionary, or crusading groups, and the much heralded "false alarms" of Soviet nuclear attacks on the United States have all conspired to raise the levels of anxiety and concern about the possibility of nuclear war.
