Abstract
The penetration nature of the ICT1 system brought us to an inescapable reality that the use of ICT means has a central role in most aspects of our daily life. The governments sought to serve their citizens in the best possible ways. In the same time, employing technological methods in the public administration, demonstrated a high level of productivity and efficiency whether in providing citizens’ services, internal governmental management or increasing the democratic participation using technology.The administration in Iraq for the period after 2003 revealed a clear desire to embrace the ICT solution in the public management. This implementation can be seen as a remedy to the chronic institutional problems experienced by most sectors of the State. In the same time, significant democratic transformations have taken place in this country whether at the local or the national level. In view of that, an independent governmental body has been established to take the responsibility of performing all types of elections and questionnaires. The procedures followed by this commission depend, to some extent, on the use of the digital technology. This study seeks to inspect the voting process according to the Iraqi election system. The next goal is to determine what the major points that must be taken into account when we want to include more computerization in Iraq are.The electronic voting as a main component of e-democracy performs a significant function in the construction of a successful election process. It is widely remarkable that e-voting makes the process easier, less costly and more comfortable for the citizens, political parties and the government. In the other hand, the verification and the security defects still constitute a serious in the way to reach a reliable electronic election. In this research, we will try also to examine the most common electronic balloting methods referring to their lawful and technical predicaments. This could abet us to realize which road is safer to walk through if we want to execute more technology in the Iraqi voting structure.
