A PaaS based E-government security framework and its application

Abstract

With the development of cloud computing technology, more and more governmental agencies are aware of the importance to take advantage of cloud computing to improve the efficiency and reduce costs. In this paper the design and implementation of a PaaS based E-government system is presented, with emphasis on the security design and rapid development features of the framework. Due to its characteristics of higher requirement for security, varies kinds of security measures are applied in this system, from virtualization separation mechanism, access and data management, network perimeter security defense system, backup and recovery mechanism, to electronic seal and signature service, etc. The strong demand for rapid development that helps developers with insufficient experience to establish their electronic platform easily is also fulfilled. In addition, the platform provides same user experience all along which meets the requirement of governmental system well. PaaS is adopted in this system. Comparing to IaaS, it can reduce the workload for developing. On the other hand, it can provide a more flexible way than SaaS.
