A novel to influence public policy? The role of New Zealand in climate migration and the occupation of Antarctica
In recent years, the notion of ‘climate change fiction’ (‘cli-fi’) has passed into common parlance to denote a strand of fictionalized narratives foregrounding the dynamics and consequences of climate change on Earth. While the acceptance criteria for such a category are flexible at best, the role of policy-making and of New Zealand as a political actor and geographical setting to the global eco-catastrophe remain marginal features in such contemporary stories. Jeff Murray’s 2019 novel entitled Melt crucially bridges fiction and public policy, in a move to put the Pacific, New Zealand and Antarctica at the forefront of climate change debates. As the near future sees Antarctica melting, the novel particularly focuses on the sociopolitical and infrastructural challenge that millions of climate change refugees will represent to wealthy and relatively spared nations, such as New Zealand. Correlated issues in sustainable management, economic inequality, intercultural relations and geopolitics are further evoked. In its attempt to alert New Zealand policy-makers and the general public to these long-term questions, Melt importantly invites reflection on the potentiality of narrative to inspire action taking. This article takes the form of an interdisciplinary discussion between Murray, a first-time novelist with a professional background in strategy policy, and literary and cultural studies scholar Jessica Maufort.

This work analyzes 21st-century realistic speculations of human extinction: fictions that imagine future worlds without interventions of as-yet uninvented technology, interplanetary travel, or other science fiction elements that provide hope for rescue or long-term survival. Climate change fiction as a genre of apocalyptic and post-apocalyptic writing usually resists facing the potentiality of human species extinction, following instead traditional generic conventions that imagine primitivist communities of human survivors with the means of escaping the consequences of global climate change. Yet amidst the ongoing sixth great extinction, works that problematize survival, provide no opportunities for social rebirth, and speculate humanity’s final end may address the problem of how to reject the impulse of human exceptionalism that pervades climate change discourse and post-apocalyptic fiction. The are several vulnerable populations experiencing climate change events around the world that continue to threaten the health and well-being of some of the most susceptible populations in our society, such as, the elderly, the disabled, and the homeless. Although there are 100 million homeless people globally, overall, 1.6 billion people live without proper housing. Such hardship implies that this population group might be unable to effectively prepare, respond, and recover from climate change events. In the Caribbean, this group of people is at risk because of the volatile nature of climate change, such as, changing temperatures and catastrophic weather events, which may not be included in the design of mitigation plans. This presents a significant gap, as there is limited information in the literature that highlights the impact that climate change may have on these vulnerable groups existing in the Caribbean. This chapter seeks to fill this gap by discussing the social and economic inequalities that climate change events pose to elderly, disabled, and homeless individuals. By implementing a secondary research methodology, this study finds that in the Caribbean, these groups tend to lack financial and physical resources to respond and recover from climate change events due to their low income and the inequitable and inefficient dissemination of information on climate change adaptation and mitigation strategies.

The problems of data leakage and unreliable information transfer in the management process make sustainability management an inevitable need for future development. Globally, there is increasing attention paid to blockchain technology and particularly its application in addressing sustainable management issues, both from academia and industry. Aiming to deepen the understanding of how blockchain technology could deal with sustainable management issues across different disciplines, this paper investigates the latest research on the application of blockchain technology in sustainable management published from 2017 to 2021. It is found that there is a drastic surge of publications in the recent 2 years. The analysis focuses on authors’ origins, the collaboration network of the keywords, countries, and research topics covered. The application of blockchain technology in five key sectors of sustainable management, encompassing energy management, construction management, supply chain management, environmental management, and e-government management, is selected for further analysis detail. Also, a general framework for applying blockchain technology is proposed for broadening its use and dealing with sustainable management issues. The findings show that the identified 108 publications are distributed in 75 different journals, and scholars from China, the UK, and the USA have been working closely in BT-based sustainable management research. Blockchain technology is just emerging in sustainable management, and there is a great potential for applying blockchain technology to improve sustainable management performance and, more importantly, to provide solutions to quite a few long-lasting problems in these sectors. Opportunities for future research are also presented and discussed.

Climate change is one of the most prominent symptoms of an age of unprecedented human impact on the biosphere—the age sometimes called the Anthropocene. In identifying humanity as a geological agent, the term “Anthropocene” exposes the fallacy of human exceptionalism, reminding us of the entangled nature of human and nonhuman agency, and the vast and decidedly nonhuman proportions of human action. For, as climate change and other Anthropocene events make clear, the effect of humans on their environment will far outlast human dimensions of individual lifetimes and even historical epochs: some of the impacts of humans’ activity—for example, species depletion—are irrevocable; others, such as polar ice-melt, are reversible (if at all) over immense durations of time. But in its recognition of the imbrication of human action with the biosphere (in all its human and nonhuman complexity), the concept of the Anthropocene captures a profoundly and existentially disturbing paradox. That is, even as we must confront the damaging illusion of human agency existing aloof and apart from nonhuman “nature,” we must also consider how to recuperate a nuanced view of human agency that enables humans to engage more fully with the unprecedented crisis now engulfing human and nonhuman organisms and environments.

Purpose The aim of this article is to identify areas of uncertainty that may affect sustainable management in the cruise shipping market in Northern Europe and define the directions of sustainable management undertaken by the entities participating in this market. Design/methodology/approach Several research methods were used in the work, i.e., analysis of existing materials, desk research, exploratory method, and case studies. Comparative analysis and critical analysis were also carried out. A few research questions were also developed and are described in the methodology section. Findings The statements showed that cruise shipping companies have been strongly affected by the COVID-19 pandemic and the war with Russia, which also to some extent forced them to revise their priorities within sustainable management. Practical implications Examples of good practice on sustainable management may be an interesting cognitive source of knowledge, both for the representatives of seaports in coastal destinations, as well as for cruise shipping companies. Social implications The cruise shipowners’ awareness of the negative impact of cruise shipping development upon the quality of local communities’ life in coastal destinations is considered to be a key aspect of sustainable management. Originality/value The review of literature revealed a lack of publications regarding the issue of sustainable management in the cruise shipping market, particularly with a view to changing the approach to sustainable management in the context of the events faced by cruise lines and seaports around the world in recent years.

In this article we present a proposal of a scaled-up time bank and currency at the national level. The aim of such a time currency managed by the State (or any regional public power) would be to link a legal reduction of work time in the market sphere to the development of an active – participatory – citizenship, and a reduction of economic inequalities through a redistribution of wealth. Paradoxically, we spend much of our lives working in order to finance through taxes political and administrative activities that we could for the most part exercise ourselves, yet from which we are excluded because of the rationing of disposable political time and the liberal-bureaucratic constitution of the state. The proposal starts from the idea that taxes paid for by additional work in a capitalist economy can be at least partially replaced by transferring work hours from market to civic activities. It entails that the reduction of work time should be seen not only as a way to reduce unemployment in the market sphere, but also as a political device allowing the development of participatory democracy through the payment of taxes “in kind”, i.e. in hours of political and administrative activities. Moreover, the value of these activities could be recognized by a national time bank or treasury issuing a time currency which would be required in order to pay a democratically determined share of the tax burden. This device would be all the more interesting in that it would not necessarily imply lower salaries or re-investable profit. All that would be required is that reduced work hours be matched by tax cuts accompanied by corresponding cuts in public spending. The latter, in turn, would be offset by increased civic involvement in political activity and public services. The impact of this transfer of time on economic inequalities could be overwhelming but would depend on the tariff of national time currency in the legal tender market currency.

Agricultural lands are increasingly degraded due to various human actions (overgrazing, intensive use of chemical inputs) and the consequences of climate change. In Benin, 62% of agricultural land were degraded in 2017. In this regard, Sustainable Land Management measures are highlighted by various public decisions. This study analyzed the political, legislative, and organizational frameworks of Sustainable Land Management in Benin. It was carried out through content analysis of laws, decrees, and Sustainable Land Management policy documents to highlight the place of innovativity in institutional and organizational framework in Sustainable Land Management in Benin. Results reveal that the various frameworks analyzed are oriented towards developing practice-based innovations through the implementation of Sustainable Land Management measures, support to actors in the implementation of Sustainable Land Management innovations and the monitoring and evaluation of Sustainable Land Management strategies. The capacity to innovate is also promoted through the strengthening of the technical, institutional, material, and financial capacities of the actors. On the other hand, the propensity to innovate component of Innovativity is hardly addressed in Sustainable Land Management public policies in Benin. It is therefore necessary to direct agricultural policies towards an institutionalization of the strengthening of the propensity to innovate of agricultural producers for a long-term appropriation of Sustainable Land Management measures in Benin.

Abstract. To establish strategies for sustainable nutrient management, the priority of each identified element for different user groups and the issue of data transferability from one scale to the next need to be addressed. This is important to avoid developing policies and strategies using inaccurate data. This paper provides a thorough background on such issues and provides data from specific case studies to reflect the impact of scale on the usability and transferability of data. These data show that using information obtained in a laboratory setting for larger scales can generate major errors. Data are also provided regarding the spatial variability in total N and total P measured at different sub‐watersheds within a large watershed. Results from this case study indicate that there is a definite spatial variability in N and P loadings, which makes it difficult to transfer and extrapolate from data measured at one sub‐watershed to the entire watershed. Therefore, it can be concluded that using either measured or simulated data obtained at a small scale to respond to questions for larger scales may be erroneous. Such difficulty may be due to the inherent spatial variability in soils, nutrients, biology and other features of the landscape.
