Abstract

In recent years, science and technology policymaking has been taken into consideration by many researchers. One of the most important fields of this policymaking is innovation systems’ management; which is divided into national, regional, sectoral and technological innovation systems. In this research, there is a focus on a sectoral innovation system in the petrochemical industry and a system dynamics’ model is developed for this purpose. The contribution of this paper is dynamic switching between motors in the sectoral innovation system that makes the model more realistic. The validation results are above 85% on average, which shows an acceptable performance of the model. Following on, some scenarios and policies are presented to improve the performance of the model in different conditions. The evidence shows which scenario has the best performance and will bring increased profit to the entire cycle.
