Abstract

Scene changes and rapid motion may occur anywhere in a sequence. Commonly, the bit rate of these coded sequences fluctuates and the image quality suffers from severe degradation. If the scene changes and the rapid motion are taken into consideration in bit allocation scheme, the fluctuation of both bit rate and image quality will be reduced. In this work, an intra-frame Rate-Quantization (R-Q) model is presented to better select accurate quantization parameters for intra-coded frames. A rate control scheme for scene changes based on the proposed R-Q model is also discussed. Experiment results show that when employing our proposed scheme, the fluctuation caused by scene change is reduced, and the frame skipped is also avoided with average Peak Signal-to-noise Ratio (PSNR) improved.
