Abstract

Rate control plays an important role in video coding and transmission. Based on the fact that a Cauchy density is more accurate in estimating the distribution for the AC coefficients than the traditional Laplacian density, in this paper, we address a novel rate control scheme based on Cauchy rate distortion. The experimental results show that the proposed rate control algorithm can not only achieve the target bit rate much more accurately, but also efficiently smooth the visual quality fluctuation between frames.
