INTRODUCTION

In 2021, the global traffic in mobile networks will reach the 49 exabytes per month mark, approximately half of the annual zettabyte, an increase of 700% compared to the year 2016 [1]. In other words, obtaining high data rates and Quality of Service (QoS) combined with a lower cost are the main issues of concern for operators of mobile networks. To meet this traffic volume, several solutions have been proposed in the literature. That the HO procedure must be fast and frequent, and the data transfer must not be delayed and lost [10], [11] Meeting such connection requirements when developing HO strategies between network cells becomes the main objective to be achieved, aiming to guarantee the Quality of Experience (QoE) of users.
