Abstract
Japanese national development planning system is now under significant review.When we discuss on the national development planning system and its operation, we must take enough care fore the relationship among various issues. This paper tries to show the useful framework for taking a discussion in the coherent manner. Wedefine the ideal planning process by regarding the national development plan asa dynamic optimization program. Further, we search for the means to bring the realplanning process close to the ideal and investigate various issues relating tothe design of development planning system and its operation.
