Abstract

In this paper. I investigate whether we can add a few new view points in infrastructure planning and management through discussions of a relationship between social science and philosophy, and civil engineering. A philosophy of optimization embedded in “systems analysis” might be useful for some cases. but it can not always be justified to apply it to social problems in which numerous factors relate intricately each other. It was then discussed that theories of justiice that indicate objectives of infrastructure planning and management are indispensably called for and a concept of social dilemmas and prescriptive approach that tries to solve them would get to be important if we abandon optimization philosophy in infrastructure planning and management. With this cognition. I discussed what types of prescriptive studies would be necessary for transportation disaster, land use, regional development consensus building, and landscape/social-climate problems. Based on these discussions, it was concluded that administrative management that try to solve social dilemmas in practical perspective. social psychology about attitude and behavior change. and political philosophy that investigates right political decisions based on ideas of goodness. truth and beauty embedded in social climate. should play important roles in infrastructure planning and management
