Abstract

This paper proposes a new rate control algorithm for H.264 based on the linear rate model and proportional-integer-derivative(PID) controller. It has been testified that the linear rate control algorithm can provide more accurate and robust rate control in various standard video coding systems, such as MPEG-2, H.263, MPEG-4 and H.264. Human is not only sensitive to a large distortion variation to spatial quality, but also sensitive to temporal quality. In order to have better tradeoff between spatial and temporal quality, the PID controller is inducted into the linear rate control algorithm for H.264. A scene-change handling method is used in the PID controller to deal with scene changes. The experimental results show that the proposed method provides promising coding quality and lowers the impact of a scene change.
