Abstract

The policies and programs sponsored by the Pan American Association of Ophthalmology are creating a new era for ophthalmology in the Americas through one of the most dramatic movements in international ophthalmology in modern times. Those of us in the medical profession can no longer react to the hardships of our time by remaining indifferent and believing that only people who can and should find the answers are the people in government. We are faced with a dilemma in which men in business and industry, in medicine and all phases of science, are dominating nature and transforming the world, while men officially in charge of preventing friction among nations, avoiding crises among friendly countries, and holding back our antagonists have difficulty in keeping pace with the novel and expanding demands of a drama involving men, institutions, and ideals, where the underdeveloped world is the new battleground, and where a changing
