Journal of the American Society for Naval EngineersVolume 64, Issue 3 p. 475-490 A NEW APPROACH TO DESIGN ORGANIZATION AND PERSONNEL COMMANDER ARTHUR C. SMITH USN, COMMANDER ARTHUR C. SMITH USN The author was born September 6, 1911, at Somerville, Mass. He graduated from the U.S. Naval Academy in June 1934, from the Submarine School in June 1937, and from the Post Graduate Course in Design Engineering, USNA, 1943. In 1946 he took the Advanced Management Course at the Harvard Graduate School of Business Administration. He has served in all departments on cruisers, as a Naval Aviation Gunnery Observer and in submarines. He was designated for Engineering Duty only in 1946 and since has served as Deputy Head Electrical Branch in the Bureau of Ships and at the Portsmouth Naval Shipyard where he is now Design Superintendent.Search for more papers by this author COMMANDER ARTHUR C.
