A Nation-State or a Multinational State? National Conceptions, Minorities and Self-Determination in Spain

Abstract

Spain is a state with a plurality of nations in its midst which only recognises the existence of one of them in the Constitution: the Spanish nation. This course of action derives in the misrepresentation of minority nations. This chapter suggests some mechanisms for enhancing the political representation of peripheral nations in the state institutions as a way to avoid secession. Particular attention is paid to Catalonia, where a process of ‘disconnection’ with the Spanish state is currently taking place. It will be argued that any plan which aims to solve the national question in Spain must adopt a plural vision on national issues: Spain should be conceived of as a multination state with a variety of demoi. It will also be defended that once national diversity is recognised, nations within the state should be entitled to self-determination.
