Abstract

Abstract To solve the broad problems of urbanization with enduring solutions, a national plan for the next century should be developed. A Decade of National Planning is proposed; new mechanisms to promote democratic planning need to be formulated. A Decade of National Planning is seen as the minimum interval of time to establish meaningful guide lines for implementation of a National Plan for Century III—1976 to 2076. Man's greatest social engineering project—the creation and the control of a national stabilized population—should be commenced. National Congresses on New Frontiers and similar State and Regional Assemblies should be sponsored to offer to the nation a broad range of choices for further growth.
