Abstract

August 2022 was truly an historic month for climate mitigation and the clean energy industry in the United States. Following two years of arduous and tense negotiations, Senators Schumer and Manchin announced an agreement on climate and clean energy initiatives included within the Inflation Reduction Act (IRA) of 2022. Following the passage of President Biden's Build Back Better Bill in the US House of Representatives more than eight months ago, all focus turned to the US Senate, where negotiations stalled for months. So, when the Senators announced an agreement on a comprehensive $370 billion climate and clean energy package inclusion with the IRA, it was welcome news and a sigh of relief for many progressives and some conservatives, particularly in states that stand to benefit from the legislation.
