Abstract

A multi-class multi-modal combined modal split and traffic assignment model is formulated by variational inequality. It is used to evaluate the effects of Travel Demand Management (TDM) measures quantitatively in large scale urban transportation system. Three algorithms, i.e., Generalized Partial Linearization, Method of Successive Averages, and Constant Weight are compared. The convergence results show that the proposed algorithm is competent for practical application. Sixteen pure and combined TDM measures, such as cordon-based congestion charge, Park and Ride, fuel pricing, bus fares decrease, and bus exclusive lanes construction are tested quantitatively using the comprehensive transportation network of Huizhou, Southern China. The evaluation focuses on the sensitivity of public transport fares, the competition between taxi and rail transit, the effect of bus exclusive lanes, the different effects of cordon-based congestion charge and parking charge as well as the demand of Park and Ride under different parking charge.
