Abstract

This article proposes a multi-year programme of policy reforms and actions on international labour mobility and skills development (international talent mobility) that could help accelerate Africa’s growth and economic transformation in the years ahead. The article summarizes configurations of a possible programme to enhance international labour mobility within Africa, and as a corollary a programme for refugee self reliance. The paper reviews existing approaches to addressing and facilitating freer international movement of labour in the context of Africa regional integration initiatives and suggest ways that Governments could use the Global Forum on Migration and Development in the proposed programme. The paper also outlines initial considerations for the establishment of a temporary labour migration for small selected groups of refugees and their families. The paper finally offers some ideas to translate the proposed multi-year programme into practice, while suggesting a possible GFMD springboard role for this double initiative.
