Abstract

The New Jersey (U.S.A.) Office of State Planning has developed a regional-scale planning support system which allows regional growth forecasts to be assigned to municipalities. The municipal assignment program uses both mathematical modeling and GIS-derived information about available municipal land. The regional planning model also estimates several types of impacts, so that model users can iteratively discover a preferred regional growth pattern. This paper describes the portion of the overall model which assigns regional at-place employment forecasts to municipalities. Also described are the modifications needed to incorporate the employment assignment equation into the overall assignment model.
