Abstract
The US National Environmental Policy Act (NEPA) of 1969, brief as it was, began a new phase of response to the old ever-increasing problems of environmental deterioration from man’s activities. One of the requirements of this act was the preparation of environmental impact statements (EISs) for proposed activities which were likely to significantly affect the existing environment. These EISs had to contain an account of the environmental impacts of the proposed activities. While the objectives of the Act appeared to be quite clear, the methods and procedures to be used in accomplishing them were less well understood. One of the problems related to the difficulty in deciding which projects should be subject to examination by an EIS.
