Abstract

The current method for determining special education eligibility has three problems: (a) continuous variables (e.g., achievement, IQ) are artificially divided into dichotomous classes; (b) errors of measurement are not used in a meaningful way; and (c) multiple test scores are not combined to make decisions. A new method for calculating the probability that a student meets eligibility criteria is proposed. The new method avoids the distortion of dichotomous classification, uses multiple scores and measurement error in a meaningful manner, and promotes the accurate use of test data in eligibility decisions.
