Abstract

This paper summarises the views that were presented at the workshop from which the collection arises by considering the problems and prospects of a Mediterranean solution. In summary, it is suggested that the emphasis should be upon 'joined up' political, diplomatic and development initiatives rather than upon extraterritorial processing. The conclusion is that such processing carries too many risks of a breach of human rights and, moreover, does not promise to be an effective solution.
