Abstract

With the increasingly serious environmental problems and the charging demand of electric ships, it is necessary to build charging stations on islands. The first step is site selection, but there are few studies on the site selection of island photovoltaic charging station (IPVCS). Therefore, a multi-criteria decision-making (MCDM) framework for site selection of IPVCS is proposed to select the optimal alternative. In this framework, a new evaluation criteria system is established, and two additional criteria, namely ‘Probability of extreme weather’ and ‘Charging distance of ship’, are proposed on the basis of existing criteria. At the same time, fuzzy correlation exists between criteria. Therefore, the λ- fuzzy measure method is used to determine the weight of the first-class criteria. And the fuzzy Vlsekriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method is used to rank the alternatives. The hybrid fuzzy approach includes analytic hierarchy process (AHP), entropy weight method, λ- fuzzy measure method and VIKOR. Through the analysis of Chinese cases, results show that the optimal alternative is A3 (Chongming, located in shanghai). To verify the stability of the decision-making framework, sensitivity analysis is carried out, and the limit value which makes the optimal alternative change is obtained.
