Abstract

A longitudinal program evaluation of the Vermont system of care for children and adolescents with a severe emotional disturbance that focuses on movement between residential placements and compares actual system functioning to service system philosophy and values. A person level longitudinal database is used to generate a system level program evaluation based on mathematical modeling theory. The methodology demonstrated in this paper can be useful to program evaluators in a number of different fields.
