Abstract

The early 1990s saw a major sweep of improvements being made to the electrical infrastructure of the Shaanxi province of northwestern China, with hydroelectric plants springing to life on all sides, almost as if sprouting from a handful of seeds tossed down upon the land. The power they generated gave electricity and light to millions and, for one young man among them, a sense of inspiration.
