Abstract

This article talks about the challenges faced and solutions adopted in searching for the optimal flexible radio license to transmit the radio signals. The key reason for managing spectrum is to avoid interference between different users. License terms for spectrum are largely unchanged since early in the last century. Spectrum usage rights (SURs) is a new and more flexible approach that could play an important role in the future of licensing.
